How do you create a combo?

I have the lucky spin, fruit stall and flower market next to each other but can't get the combo quest to clear.  What makes it a combo?

I just visited your village and think I see the problem. I think you're meant to use the flower cart and not the flower market.  You'll know when it is successful. As a wind sail thingy. Appears in the background like this:
